The 1st of July 2025 was the final deadline for all private rentals in New Zealand to comply with the Healthy Homes Standards. This isn’t an “upcoming” change anymore—it is the law, and it’s being actively enforced.

A Quick Refresher: The 5 Legal Standards
Your rental property must meet the specific minimum requirements for all five of these standards.
- HEATING: There must be a fixed heater in the main living room (like a heat pump or panel heater) that is the correct size for the room, calculated using the official government formula.
- INSULATION: Ceiling and underfloor insulation must meet the required R-value.
- VENTILATION: Kitchens and bathrooms must have extractor fans that vent to the outside.
- MOISTURE & DRAINAGE: The property must have efficient drainage, guttering, and a ground moisture barrier (if it has an enclosed subfloor).
- DRAUGHT STOPPING: Any unreasonable gaps or holes in walls, ceilings, windows, and doors that cause draughts must be blocked.
The Hidden Risks Most Landlords Miss
Compliance is far more complex than just “having a heat pump.” This is where self-managing landlords get caught out.
- The New Build Trap: Don’t assume a new build in Millwater or Silverdale is compliant. We often see new homes that fail because a builder installed a bathroom fan that vents into the ceiling cavity, not to the outside—an instant fail.
- The Calculation is Key: A heat pump that is too small for the living room is non-compliant. The size must be based on a specific calculation, not a guess.
- It’s an Ongoing Obligation: Compliance isn’t a one-off task. If an extractor fan breaks or a draught stop comes loose, the property is non-compliant. We check these standards at every routine inspection.
